BERLIN TOWNSHIP BOARD MEETING
June 10, 2024
Meeting called to order at 7:30pm by Supervisor, Bill Winn. Pledge of Allegiance recited.
Introduction of board members: Treasurer, Madeline Parks; Clerk, Karen Klos; Supervisor, Bill Winn; Trustee Robert Christian and Trustee, Mark Wittstock. Eight audience members.
Motion to approve the May 13th board meeting minutes as presented made by Treasurer Parks and 2nd by Trustee Wittstock. All in favor, 5 ayes – motion passed.
Treasurer’s report given by Treasurer Parks and accepted as read.
Fire Department report given by Chief Kirkum: said there were 17 runs last month; mentioned that the Lucas machine has been installed on the truck, the roof has been replaced and they have been scheduled for details at the Lions field. He ordered a grain rescue tube that will cost under $600 because the company gives a $500 discount to rural farm communities. Requested to purchase a 5” turbo draft unit – which will allow them to pull water from up to 200 yards from ponds (or wherever) to fight fires. The cost is approximately $5100. Motion to allow to spend up to $5100 as requested made by Treasurer Parks and 2nd by Supervisor Winn. Roll call vote, 5 ayes – motion passed.
Planning Commission report given by Trustee Wittstock: they reviewed one proposed split and approved one split on Hough Road.
Senior report given by Sandy Dzieszkowski: Exercise every Monday at 11am and cards every Tuesday at noon. Next potluck is 6/25 – a picnic theme.
Park report given by Sandy Dzieszkowski: Country Garage Sale is this coming weekend – she has 29 sites on the map.
Next, Supervisor Winn mentioned that the fee schedule for 2024/2025 needs to be approved – the only changes were on cemetery fees. Motion to approve the fee schedule as presented made by Clerk Klos and 2nd by Trustee Wittstock. Roll call vote, 5 ayes – motion passed.
Next, Supervisor Winn mentioned that we should pave remaining road ends (where dirt meets asphalt) in Berlin Township – approximately 11 of them. We have “road assistance” monies and ARPA monies that would be used for most of the cost and the remaining cost to the township would be $26,673 of the overall $145k amount. Motion to approve to spend $26,673 as presented made by Trustee Wittstock and 2nd by Treasurer Parks. Roll call vote, 5 ayes – motion passed.
Next, Supervisor Winn mentioned that there is a culvert on Hough Road (between Holmes and Cochrane) that needs to be replaced. Motion to spend $4k to replace the culvert as presented made by Clerk Klos and 2nd by Supervisor Winn. Roll call vote, 5 ayes – motion passed.
Finally, Supervisor Winn mentioned that ditching needs to be done on various roads. 500’ on Mesmer Road west of Miller at a cost of $7k; motion to approve made by Trustee Wittstock and 2nd by Supervisor Winn. Roll call vote, 5 ayes – motion passed. 300’ on Mesmer Road west of Miller at a cost of $4k; motion to approve made by Supervisor Winn and 2nd by Treasurer Parks. Roll call vote, 5 ayes – motion passed. 640’ on Schultz Road west of Capac Road at a cost of $6700; motion to approve made by Trustee Wittstock and 2nd by Supervisor Winn. Roll call vote, 5 ayes – motion passed. 600’ on Gilbert and 400’ on Sperry (at the corner) at a cost of $14k; motion to approve made by Supervisor Winn and 2nd by Treasurer Parks. Roll call vote, 5 ayes – motion passed.
BOARD MEMBERS:
Christian: Nothing further.
Wittstock: Asked about grading/chloride – it is just starting in Berlin Township.
Parks: Rented the senior center over the weekend and noticed that there is no baby changing station – we will purchase/install one.
Klos: Mentioned that fireworks at Berville Lions field is 6/28 at dusk; also mentioned that absentee ballots will be mailed out soon.
Winn: Mentioned that the court date about the house in Berville has been set for 7/8 at 10am – the server is still trying to serve paperwork to them, but it is not happening. Hopefully, the judge will grant an injunction and the property can get cleaned up soon.
Audience: Drainage issues near Holmes/Tubspring and Wheeler/Tubspring mentioned and mention also made that the pipeline crew is tearing up the newly graded roads with their equipment.
Motion to pay the bills made by Treasurer Parks and 2nd by Trustee Wittstock. Roll call vote, 5 ayes – motion passed.
Motion to adjourn the June board meeting made by Trustee Wittstock and 2nd by Clerk Klos. All in favor, 5 ayes – motion passed. Meeting adjourned 8:20pm.
