BOARD MEETING SYNOPSIS
April 10, 2017

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. March minutes approved.  Treasurer’s report approved.  Fire report given by Chief Phillips: responded to 9 runs last month (none billable), training on pipeline issues, got newer/better pagers and hired Mitchell McMurray. Planning Commission report: had 2 meetings: special land use approved and two splits and one sign request were tabled for lack of information items.  Senior report: exercise Tuesday (3/7 & 3/21)), cards on Thursday (3/9 & 3/23) and 43 attended potluck (every 4th Tuesday). Park report: Easter Egg Hunt will be 4/9 at 2pm (bring a basket or bag).  Discussed: medical marijuana meeting in Richmond 3/7, Almont Road closure (repair is priority 1), budget hearing will be 4/10 at 7:15pm, homeland security presentation at next meeting and annual road tour will be 3/27. Board member questions and comments: culvert replacements and local road improvements.  Audience questions and comments: wetlands on Fox Ridge and a question about a survey on private property.  Motion to pay the bills made and accepted.  Motion to adjourn 8:05pm.  A complete copy of the minutes is available at the township hall during business hours.

March 6, 2017

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. February regular board and budget workshop minutes approved.  Treasurer’s report approved.  Fire report given by Chief Phillips: responded to 9 runs last month (none billable), training on pipeline issues, got newer/better pagers and hired Mitchell McMurray. February 13, 2017

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. January minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief Bonner: responded to 21 runs last month (none billable). Planning Commission report: worked on pheasant farm site plan – public hearing will be 3/2 at 7pm.  Senior report: exercise every Tuesday (10am), cards every Thursday (11:30am) and 39 attended potluck (every 4th Tuesday). Park report: Easter Egg Hunt will be 4/9 at 2pm.  Discussed: lagoon tower, audits approved, next board meeting will be 3/6 and budget workshop will be 2/24 at 9am. Board member questions and comments: MSU clinic about medical marijuana attendance, trash disposal rates will be going up and census will be starting soon.  Audience questions and comments: ham radio tower issue on Fox Ridge discussion (will continue to work through it) and Ed Smith from Congressman Mitchell’s office gave a presentation and offered his help if ever we need it.  Motion to pay the bills made and accepted.  Motion to adjourn 8:05pm.  A complete copy of the minutes is available at the township hall during business hours.

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn & Wittstock. December minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief Bonner: responded to 9 runs last month (none billable). Planning Commission report: worked on Disorderly Conduct/Disturbing the Peace ordinance and pheasant farm site plan.  Senior report: exercise every Tuesday (10am), cards every Thursday (11:30am) and 74 attended potluck (every 4th Tuesday). Discussed:  budget start-up for next fiscal year, “Disorderly Conduct and Disturbing the Peace” ordinance adopted and rescheduled March meeting for March 6th.  Board member questions and comments: MSU clinic about medical marijuana attendance, sewer system running well and issues with the Verizon tower need attention.  Audience questions and comments: ham radio tower issue on Fox Ridge discussion (will continue to work through it).  Motion to pay the bills made and accepted.  Motion to adjourn 7:55pm.  A complete copy of the minutes is available at the township hall during business hours.

Discussed: medical marijuana law, disorderly conduct/disturbing the peace ordinance and county ORV ordinance. Board member questions and comments: working to have animal control allow for local purchase of dog licenses. Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. October minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief, Bonner: responded to 15 runs last month (none billable). Planning Commission report: mini-storage needs to provide more information.  Zoning Board of Appeals: one setback approved.  Senior report: exercise every Tuesday, cards every Thursday and 53 attended potluck (every 4th Tuesday). Discussed:  purchase of new printer for Assessor, waste water issues, road funding assistance agreement and attorney and Supervisor will work with lagoon tower company on issues.  Board member questions and comments: street lights will be repaired, tax bills being mailed soon and issues for planner.  Audience questions and comments: removal of trailer in violation of ordinance discussed.  Motion to pay the bills made and accepted.  Motion to adjourn 8:05pm.  A complete copy of the minutes is available at the township hall during business hours.

September minutes approved.  Treasurer’s report approved.  Fire report given by Chief, Phillips: responded to 5 runs last month (none billable), hired Scott James and raised wage for daytime help. Planning Commission report: working on master plan. Senior report: exercise every Tuesday, cards every Thursday, 54 attended potluck (every 4th Tuesday) and 30 at senior breakfast. Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn & Wittstock. August minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief, Bonner: responded to 18 runs last month (none billable). Planning Commission report: 4 parcels combined and re-split into 3. Senior report: exercise every Tuesday, cards every Thursday, 52 attended potluck (every 4th Tuesday), senior breakfast will be 9/22 (9am) and bingo 10/4 (11:30am). Discussed:  Park millage disbursement, road assistance monies, culvert projects, USDA payment due, DTE rate increase, ditching projects and waste water update.  Board member questions and comments: unpaid sewer bills will be added to homeowner taxes.  Audience questions and comments: none.  Motion to pay the bills made and accepted.  Motion to adjourn 8:05pm.  A complete copy of the minutes is available at the township hall during business hours.

August 8, 2016

 

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. July minutes approved.  Treasurer’s report approved.  Fire report given by Chief, Phillips: responded to 22 runs last month (none billable), having staff available during the daytime is helping the community. Planning Commission report: working on update of master plan and zoning ordinance. Senior report: 55 attended potluck, cards every Thursday and exercise is every Tuesday at 10am. Discussed: county-wide ORV ordinance, culvert/road issues, Berville Waste Water System update and maintenance on generators.  Board member questions and comments: PA116 application approved and new drains in Berville moving forward.  Audience questions and comments: neighbor issues on Tubspring Road, new millage monies will be spent directly on road issues and noise ordinance questions answered.  Motion to pay the bills made and accepted.  Motion to adjourn 8:20pm.  A complete copy of the minutes is available at the township hall during business hours.

July 21, 2016 SPECIAL BOARD MEETING

BERLIN TOWNSHIP SPECIAL BOARD MEETING
July 21, 2016

Meeting called to order at 9:40am by Supervisor Winn. Members present: Christian, Parks, Winn and Wittstock.

Supervisor Winn said there is a company from Indiana that is interested in installing a tower on the lagoon property in Berville. Discussion took place. Supervisor Winn will check into the lease money from the tower staying in the Waste Water account. Motion to continue the process for the tower made by Trustee Wittstock, 2nd by Treasurer Parks. Roll call vote, 4 ayes – motion passed.

Supervisor Winn mentioned there will need to be an audit on the Berville Waste Water account annually not bi-annually. This will need to be done by the end of August.

Supervisor Winn mentioned there is ditching needed on Gould Road ($5,665) and Holmes Road ($700/resident and $700/township). Motion to spend $5,665 for Gould Road and $700 for Holmes Road made by Trustee Wittstock, 2nd by Trustee Christian. Roll call vote, 4 ayes – motion passed.

Motion to adjourn the special meeting made by Treasurer Parks, 2nd by Trustee Wittstock. Adjourn 10:22am.
