BOARD MEETING SYNOPSIS
September 12, 2016

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn & Wittstock. August minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief, Bonner: responded to 18 runs last month (none billable). Planning Commission report: 4 parcels combined and re-split into 3. Senior report: exercise every Tuesday, cards every Thursday, 52 attended potluck (every 4th Tuesday), senior breakfast will be 9/22 (9am) and bingo 10/4 (11:30am). Discussed:  Park millage disbursement, road assistance monies, culvert projects, USDA payment due, DTE rate increase, ditching projects and waste water update.  Board member questions and comments: unpaid sewer bills will be added to homeowner taxes.  Audience questions and comments: none.  Motion to pay the bills made and accepted.  Motion to adjourn 8:05pm.  A complete copy of the minutes is available at the township hall during business hours.

BOARD MEETING SYNOPSIS
August 8, 2016

 

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. July minutes approved.  Treasurer’s report approved.  Fire report given by Chief, Phillips: responded to 22 runs last month (none billable), having staff available during the daytime is helping the community. Planning Commission report: working on update of master plan and zoning ordinance. Senior report: 55 attended potluck, cards every Thursday and exercise is every Tuesday at 10am. Discussed: county-wide ORV ordinance, culvert/road issues, Berville Waste Water System update and maintenance on generators.  Board member questions and comments: PA116 application approved and new drains in Berville moving forward.  Audience questions and comments: neighbor issues on Tubspring Road, new millage monies will be spent directly on road issues and noise ordinance questions answered.  Motion to pay the bills made and accepted.  Motion to adjourn 8:20pm.  A complete copy of the minutes is available at the township hall during business hours.

July 21, 2016 SPECIAL BOARD MEETING

BERLIN TOWNSHIP SPECIAL BOARD MEETING
July 21, 2016

Meeting called to order at 9:40am by Supervisor Winn. Members present: Christian, Parks, Winn and Wittstock.

Supervisor Winn said there is a company from Indiana that is interested in installing a tower on the lagoon property in Berville. Discussion took place. Supervisor Winn will check into the lease money from the tower staying in the Waste Water account. Motion to continue the process for the tower made by Trustee Wittstock, 2nd by Treasurer Parks. Roll call vote, 4 ayes – motion passed.

Supervisor Winn mentioned there will need to be an audit on the Berville Waste Water account annually not bi-annually. This will need to be done by the end of August.

Supervisor Winn mentioned there is ditching needed on Gould Road ($5,665) and Holmes Road ($700/resident and $700/township). Motion to spend $5,665 for Gould Road and $700 for Holmes Road made by Trustee Wittstock, 2nd by Trustee Christian. Roll call vote, 4 ayes – motion passed.

Motion to adjourn the special meeting made by Treasurer Parks, 2nd by Trustee Wittstock. Adjourn 10:22am.

July 11, 2016

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. June minutes approved.  Treasurer’s report approved.  Fire report given by Chief, Phillips: responded to 11 runs last month (none billable), still seeking recruits and hired Kyle Kimball. Planning Commission report: one split approved and will work to update master plan and zoning ordinance. Senior report: 64 attended potluck, 8 attended cards (every Thursday) and exercise is every Tuesday at 10am. Discussed: waste water update, Drug Task Force presentation (board members encourage support of millage on August ballot), senior spaghetti dinner 10/30 and culvert replacements.  Board member questions and comments: election workers approved, insurance renewed and walking track to be sprayed for weeds.  Audience questions and comments: neighbor issues on Tubspring Road.  Motion to pay the bills made and accepted.  Motion to adjourn 8:50pm.  A complete copy of the minutes is available at the township hall during business hours.

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn & Wittstock (Christian absent). May minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief, Bonner: responded to 12 runs last month (one billable). Planning Commission report: 3 issues tabled due to lack of information on all. Senior report: 48 attended potluck, 6 attended cards and craft and exercise is every Tuesday at 10am. Discussed: waste water update, insurance coverage and fireworks on 6/24.  Board member questions and comments: thanked Peggy Wolfe for taking care of cemetery flags, ballots in soon for August Primary Election and Bureau of Elections handicapped requirements.  Audience questions and comments: neighbor issues on Tubspring Road, cemetery headstone issue, traffic safety on Capac Road, VFW hall in Berville to be sold and a property issue on Fox Ridge Lane.  Motion to pay the bills made and accepted.  Motion to adjourn 8:40pm.  A complete copy of the minutes is available at the township hall during business hours.

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn & Christian (Wittstock absent). April minutes approved.  Treasurer’s report approved.  Fire report given by Chief, Phillips: responded to 9 runs last month and approval given to hire Jeffrey Connell. Planning Commission report: medical marijuana issue discussed. There will be a Country Garage Sale June 2/3/4 – applications to get on the map available during business hours.  Senior report: 61 attended potluck, 11 attended cards, 35 attended pancake breakfast and exercise is every Tuesday at 10am. Discussed: waste water update, purchase of new computer tower for secretary, holiday schedule approved, chloride application in next few weeks, match monies in drain fund, Mackie Road request for annual road work and approval given to put road millage request on August ballot.  Board member questions and comments: weight restrictions at 3 locations due to need to replace culverts, pool issue being worked on and trash at cemetery being taken care of.  Audience questions and comments: explanation about millage issue and a compliment on Township Park.  Motion to pay the bills made and accepted.  Motion to adjourn 8:40pm.  A complete copy of the minutes is available at the township hall during business hours.

BUDGET HEARING SYNOPSIS
April 11, 2016

Meeting called to order 7:00pm by Supervisor Winn. Board members present: Treasurer Parks, Clerk Klos, Supervisor Winn, Trustee Christian and Trustee Wittstock. Twelve audience members.  Supervisor presented proposed budget for 2016-2017 fiscal year and members went through it; final budget will be approved at the board meeting. Assistant Fire Chief, Brian Bonner, presented proposed 2016-2017 budget; final budget will be approved at the board meeting.  Motion to adjourn 7:30pm.

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian, & Wittstock. March minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief, Bonner: responded to 11 runs last month. Planning Commission report: mini-storage matter sent to planner and a split approved.  Senior report: 54 attended potluck, 9 attended craft day and exercise is every Tuesday at 10am; upcoming: cards 4/13, breakfast 4/14 and potluck 4/26. Discussed: Girl Scouts to clean-up West Berlin Cemetery, payment of furnace bill, Clean-Up Day 6/11 (7am-1pm), limestone application, waste water update, approved the General and Fire budgets as presented and denied rezoning of 74-09-029-3002-900 to light industrial.  Board member questions and comments: approved banks of record (CSB, Tri-County, Northstar, Huntington and Talmer) and gave update on a blight issue.  Audience questions and comments: question about billable runs and resident with questions about blight and improper location of swimming pool answered.  Motion to pay the bills made and accepted.  Motion to adjourn 8:40pm.  A complete copy of the minutes is available at the township hall during business hours.

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. January minutes approved.  Treasurer’s report approved.  Fire report given by Assistant Chief Bonner: responded to 12 runs last month (none billable). Planning Commission: public hearing for rezoning old bank building on 2/4 – request denied; and general meeting: request for 3rd building at mini storage must start over, as too much time has passed. Senior report: many ongoing events including Euchre on 1st and 3rd Wednesdays and potluck every 4th Tuesday at noon; had 42 at potluck and 8 at cards. Discussed: monies approved for Easter Egg Hunt supplies (3/20 at 2pm), Annual Road Commission meeting, an issue at West Berlin Cemetery, approved purchase of new Assessing printer, budget for the Berville Waste Water grant fund, approval of election workers and tax payments can be made online (using a checking or savings account).  Audience questions and comments: two road issues that will be brought up at the annual meeting.  Motion to pay the bills made and accepted.  Motion to adjourn 8:10pm.  A complete copy of the minutes is available at the township hall during business hours.

Meeting called to order at 7:30pm by Supervisor Winn.  Pledge of Allegiance recited.  Members present: Parks, Klos, Winn, Christian & Wittstock. December minutes approved.  Treasurer’s report approved.  Fire report given by Chief Phillips: responded to 12 runs last month (one billable), working on recruitment and having staff on-hand most hours. Planning Commission: public hearing for rezoning old bank building on 2/4 at 7pm and a question about the mini-storage being looked into. Senior report: many ongoing events including Euchre on 1st and 3rd Wednesdays and potluck every 4th Tuesday at noon; had 83 at Christmas dinner and 5 at cookie exchange. Discussed: Minimum assessing requirements, adopted Resolution 2016-01 (Authorization for Treasurer to Retain up to $5 on Tax Bill Errors) and Resolution 2016-02 (Public Access to Berlin Township Public Records), Berville Waste Water update, work to be done at cemeteries and that generators have been installed.
